In December, SpillConsult Ltd delivered a major Incident Management Exercise in Doha, supporting a leading energy operator in the State of Qatar to further strengthen their emergency response capability.
The scenario centred on a significant offshore emergency affecting people and the environment, designed to test and develop response arrangements and build relationships across multiple organisational levels. More than 180 participants were involved, drawing on a wide range of expertise from within the company, including site-level team members, the Incident Management Team, through to the Crisis Management Team.
The exercise also benefited from wider industry engagement, with observers from other organisations in attendance, and close collaboration with the client’s response partners and contractors. This integrated approach helped create a realistic, high-pressure learning environment that reflected the complexities of a real-world response.
Planning for the exercise began earlier in 2025, with SpillConsult working closely alongside the client to design a scenario that was credible, challenging, and directly aligned with their operating context and response framework.
Delivered over two days, the exercise took participants through two complete cycles of the Incident Command System (ICS) proactive planning process, allowing teams to apply command objectives, develop strategies and tactics, and refine coordination across functions. Running multiple planning, cycles provided valuable opportunities for learning, reflection, and improvement as the scenario evolved Exercises of this scale play a critical role in building confidence and competence, but also strengthen decision-making, communication, and response procedures.
