OPEP Level 4 - Onshore Emergency Responder, with practical training

Formerly BEIS Level 4 - IMO Level 2 Equivalent

Overview:

The Department for Energy Security and Net Zero (DESNZ), OPEP Level 4 course, builds on the Level 3 course. DESNZ requires that all responsible persons or the operator of an oil handling facility, should have access to personnel trained to this level.

This course entails an additional 8-hours of practical training to the DESNZ Level 3 course and provides an IMO equivalent.

Course Duration: 32 hours / 4 days

Refresher Frequency: 3-years (1-day refresher)

Accreditation: By the Nautical Institute, on behalf of DESNZ

Positions requiring OPEP Level 4 include:

  • On-Scene Commanders 

  • Supervisor from oil handling facilities, terminals and refineries

  • Onshore emergency responders, for the offshore industry, to obtain further knowledge and understanding

  • Contractors identified as part of pollution response arrangements

  • Any other personnel that undertake pollution response activities

The course covers:

  • Assessing the situation and activating the contingency plan, including notifications and communications

  • UKCS legislation, including the National Plan, Oil Pollution Emergency Plans and Agencies

  • Oil fate, effects and behaviour

  • Spill response tactics and strategies in the UKCS, including dispersants, containment & recovery, shoreline protection and shoreline cleanup

  • Waste management

  • Environmental sensitivities, including prioritisation

  • Incident Management of an ongoing response, including response structure

  • Development of an action plan

  • Liability and compensation

  • Response deactivation and termination  

  • Practical spill response deployment exercises

This course has been designed to meet the DESNZ training requirements. It provides knowledge and understanding of available response options, as well as the legislative framework. Delegates will acquire more detailed knowledge of practical oil spill response equipment configuration and deployment, to ensure they are competent to take on their roles within an emergency.

This course provides an IMO Level 2 equivalent qualification.

Note - Personnel trained to DESNZ Level 4 (or UK accredited certificate at IMO Level 2) are deemed trained to DESNZ Level 2 and 3.
