Onshore Emergency responder Level 3

Formerly BEIS Level 3

Overview:

The Department for Energy Security and Net Zero (DESNZ), OPEP Level 3 course is for personnel responsible for identifying and implementing pollution response.

Course Duration: 24 hours / 3 days

Refresher Frequency: 3-years (1-day refresher)

Accreditation: By the Nautical Institute, on behalf of DESNZ

Positions requiring OPEP Level 3 include:

  • Environmental Advisor, within the Emergency Room (require a minimum of Level 3 training)

  • Any other position responsible for identifying and implementing pollution response (e.g. Environmental Unit Leader, Planning Section Chief or Operations Section Chief within the Incident Command System)

The course covers:

  • Assessing the situation and activating the contingency plan

  • Key notifications and communications

  • UKCS Agencies

  • Oil fate, effects and behaviour, including modelling

  • Overview of spill response tactics and strategies

  • Waste management

  • Environmental sensitivities, including prioritisation

  • Incident Management of an ongoing response, including response structure

  • Development of an action plan

  • Liability and compensation

  • Response deactivation and termination  

This course has been designed to meet the DESNZ training requirements. It provides knowledge and understanding of available response options, as well as the legislative framework. Allowing personnel to work with, and understand the actions being agreed - between the responsible party and the government.

Note - Personnel holding a UK accredited certificate at IMO Level 2 or OPEP Level 4 are deemed qualified to OPEP Level 3
